The goal of the Parks and Recreation Master Plan process is to create a user-friendly document that provides planning guidelines and recommendations for the Parks and Recreation Department over the next 10 years. The plan will also identify priorities and strategies to meet community needs based on annual funding available for such services and facilities.
Project Summary
The City of Moose Jaw Parks and Recreation Department strives to provide opportunities that are responsive to community needs and sustained with a focus on partnerships, innovation, and customer service. The department also has a strong focus on community pride through projects that enhance beautification in parks, and public spaces while maintaining civic facilities to a level that citizens can be proud of.
The focus of the Parks and Recreation Master Plan is to provide an overall framework to guide the development, delivery, and continuous improvement of recreation and parks programs, services, and facilities.
The plan will include a review all public recreation and parks programs, facilities and services and examine its role with respect to other public and private service providers within the city and region. Further, the plan will establish service standards, confirm policies, identify, and prioritize capital investment and set out a strategy for implementation of recommendations to improve our service provision.
The last Parks and Recreation Plan was developed in 1976 and in the past 25 years, the Kinsmen Sportsplex Pool, Bert Hunt Arena, Mosaic Place, Moose Jaw Ford Curling Centre and Yara Centre have been significant recreation facilities added to the City’s recreation and sport delivery system.
Project Timeline
The initial and secondary rounds of public and stakeholder engagement have been completed. The draft plan is now available for review and comment before being brought forward to City Council for endorsement.

Why does Moose Jaw need a plan like this?
The Parks and Recreation Department currently does not have any formally adopted plans to guide its strategic direction as the last plan adopted was the 1976 Parks and Recreation Master Plan. The creation of a plan will allow the Department to adopt a clear vision for the delivery of Parks & Recreation services in the City of Moose Jaw over the next 10 years and will provide a logical sequence of recommendations to improve our existing network of parks and recreation amenities and services.
Through extensive public consultation, the plan will provide community driven recommendations on service delivery, programming, and infrastructure needs. The engagement program will help understand residents’ values and identify ways we can improve as a community. We want to ensure that we are well-positioned to invest wisely as we maintain our existing assets and build on to our current parks and recreation network.
How and when can I provide feedback?
How will my feedback be used?
Your feedback is very important in understanding values of Moose Jaw residents. These values will help inform the final recommendations regarding how we can improve the existing network of parks and recreation in our City. Feedback will also identify strategic partnership opportunities, whereby stakeholders and the City can better collaborate to ensure an ideal network of parks and recreation amenities and high-quality services and activities.
When will we see the final plan?
Public and stakeholder engagement is anticipated to be complete by the end of December 2022. The final document will then be available to the public over the winter months, and will be finalized in February 2023 before being brought forward to City Council for endorsement.
